The General Directorate of Seafarers promotes the training and placement of seafarers, ensuring that they have the competencies to carry out their duties on board our ships.

We comply with the amended STCW’78 Convention and the Maritime Labor Convention of 2006, as well as national regulations, promoting the safety of human life at sea, maritime protection and maritime environment.

We strengthen our human resources by promoting the continuous improvement of our quality management system, guiding them towards a culture of services that seeks the satisfaction of our customers

Steps For Certification

The Certification Department at the Panama Maritime Authority is in charge of the review, certifies and issuance of the technical documentations requires for Officers and Ratings that work aboard Panama Flag vessels.

Currently, the Panama Ship Registry has fourteen (14) Segumar offices, which are located in different cities: London, Manila, Dubai, Houston-Texas, Piraeus, Istanbul, Singapore, Busan, Imabari, Seoul, Tokyo and the main headquarters in Panama City, offering better and greater coverage of our services.

Certification Department Is Also Responsible To:

  • Advise clients on special qualifications and endorsement requires to ensure the strict compliance of the STCW´78 as amended.
  • Eliminate fraudulent applications for crew certification and to reduce the illegal duplication of crew documentation.
  • Evaluate and process the applications of seafarer’s documentation in compliance with the National provisions and the STCW´78 as amended.

The General Directorate of Seafarers has implemented the Seafarer’s Automated Application System (SAA) specifically designed to submit complete and well documented STCW compliant seafarer’s application. This tool allows greater operational flexibility for shipmanagers and shipoweners in saving time, money and personnel resource.

Maritime Training

Maritime Training Centers are educational institutions specially designed for seafaring training, which has training programs, experienced qualified instructors, quality management system, facilities with teaching classrooms, equipment and simulators, and is recognized by the General Directorate of Seafarers.

We are responsible for guaranteeing, recognizing and supervising the training of seafarers in the Maritime Training Centers, which request recognition by the Maritime Authority of Panama, in compliance with Article 33 of Law Decree No. 7 of October 10 February 1998 and the minimum standards established in the International Convention on Standards of Training, Certification and Guards for Seafarers, 1978, as amended, and other current and applicable national and international legislation.

Maritime Labour Affairs

We ensure the strict compliance and effective application of the norms set forth in Decree Law 8 of February 26, 1998, in Law 2 of January 6, 2009, by which the Maritime Labor Convention is adopted , 2006 (MLC) and Executive Decree 86 of February 22, 2013, by which the Maritime Labor Convention, 2006 (MLC) is regulated.

The Maritime Labour Convention (MLC) embodies standards of existing international maritime labour conventions and recommendations, as well as the fundamental principles to be found in other international labour conventions. The aim of the convention is to address the employment standards of seafarers in the areas of fair wages, contractual terms, working and living conditions, as well as their health and safety on board ships.

Maritime Legislation and Circulars

The General Directorate of Seafarers of the Panama Maritime Authority has adopted the Maritime Legislation to give full compliance and effectiveness to the provisions of the 1978 STCW Convention, as amended and the MLC, 2006, as amended; in order to ensure that seafarers on board ships have the competence and aptitude to perform their duties safely and efficiently, as well as to ensure decent employment and living conditions for seafarers. 

 

The General Directorate of Seafarers of the Panama Maritime Authority has established a system of Circulars to inform any seafarer’s matter to be addressed to the shipping community. These Circulars are for information purposes only.
