Segumar
The main function of the Segumar offices is to implement the technical standards established in the International Conventions, adopted by the Republic of Panama, as well as the national legislation, providing guidance for all interested parties.
Currently, the Panama Ship Registry has fourteen (14) Segumar offices, which are located in different cities: London, Manila, Dubai, Houston-Texas, Miami-Florida Piraeus, Istanbul, Singapore, Busan, Seoul, Imabari, Tokyo, Shanghai, Hong Kong and the main headquarters in Panama City, offering better and greater coverage of our services.
- Issuance of Ship’s Certificates such as:
- ITC’69 (change of vessel’s name);
- National Tonnage Certificate (NTC);
- Full Term exemption certificates (SOLAS, MARPOL, ILLC,COLREG & others)
- Minimum Safe Manning Certificate (MSMC);
- Equivalents;
- Statement of Compliance related to fuel oil consumption reporting (SoC DCS CII);
- Statement of Compliance on Inventory of Hazardous Materials (SoC IHM).
- Certificates related to ship-owners liabilities (BCC, WRC, CLC, PAL);
- International Ballast Water Management Certificate (IBWMC);
Authorizations of Services Providers such as:
- Maintenance, thorough examination, operational testing, overhaul and repair of lifeboats and rescue boats, launching appliances and release gear;
- P&I / insurance companies / financial security providers;
- E-Books.
Authorizations/Approval in Principle (AiP)/Acknowledgements/Statements/Concurrence letters, among others:
- Alternative design & Arrangements;
- Sewage discharge rate – as per MARPOL Annex IV approval;
- Interim Exemptions;
- Lay-up MSMC (registered vessels);
- Underwater Survey in Lieu of Dry-dock (UWSILDD);
- MARPOL Annex II and IMSBC Code tripartite agreements for ships;
- Additional Surveys / Conditional Certificates;
- Statutory Certificates Revalidation;
- Additional Verification (not related to PSC detentions/performance);
- Statutory Certificates extension;
- Equipment service/inspection extension;
- Single voyage authorization – due to special circumstances (in case of PSC detention requires PSC Authorities prior acceptance);
- Malfunctions/ Failures / Defective Equipment Acknowledgement;
- MLC, 2006 and MARPOL VI/19.4 dispensations;
- Satisfaction of the Administration criteria;
- MARPOL VI/18.2.4 (FONAR);
- MARPOL VI/18.9.6 (Failure of Fuel Suppliers).
Approvals / Endorsements such as:
- Endorsement of ISM declarations (DPA & DOC);
- Evaluation and approval of the Ballast Water Management Plan (BWMP);
- ITC,69 endorsements;
- E-IBWMC endorsements registration.
Other voluntarily recognitions:
- Approval of Ballast Water Management System (BWMS) according to Circular MMC-345.
