In the maritime industry, one concept stands as a defining factor between success and failure: safety. By definition, safety means the absence of danger—being free from risks or harmful conditions. But ensuring a safe environment requires more than just intentions; it demands a structured, coordinated approach that integrates security measures into daily operations, aligning them with international regulations and industry best practices.
At the forefront of this mission is the Panama Maritime Authority (PMA). Through the General Directorate of Merchant Marine (DGMM), the PMA oversees and coordinates safety inspections for vessels flying the Panamanian flag. By strictly adhering to both national regulations and international conventions, the PMA ensures compliance with the International Maritime Organization (IMO)’s safety standards—reinforcing Panama’s position as a trusted and reliable ship registry.
But in a highly competitive industry, success isn’t just about meeting regulatory standards—it’s about offering excellence. With that in mind, the PMA has implemented an additional safeguard—Precheck, a rigorous screening process that acts as a first line of defense, ensuring only compliant vessels join the Panama Ship Registry.
What is Precheck?
Precheck is a comprehensive risk assessment process designed to verify compliance with both international standards and national regulations before a vessel is registered, flagged, or transferred under the Panamanian flag. This process applies to:
All vessels applying for Panamanian registration under any flagging modality.
Existing Panamanian-flagged vessels undergoing a change in ownership, operator, or charterer.
When and How to Apply for Precheck?
Precheck applications must be submitted before the official registration process begins. This can be done through Panamanian lawyers or a Panamanian Merchant Marine Consulate abroad. Once submitted, the request remains valid for 15 calendar days.
Requests should be sent via email to pmaprecheck@amp.gob.pa, including:
- IMO Ship Number
- Previous Registry
- Current Owner & Intended Owner under the Panamanian Flag
- Economic Group & Current Operator
- Charterer Name (for bareboat charter registrations)
- Ballast Water Management Method
- Keel Laying Date (or, if unavailable, the ship’s delivery date)
Precheck is NOT a Registration
Ramón Franco, Director General of the Merchant Marine at the PMA, clarifies that Precheck does not grant automatic entry into the Panama Ship Registry—nor does it serve as a pre-evaluation of registration requirements.
The Panama Ship Registry reserves the right to request additional information or documentation as part of the Precheck review. Once the evaluation is complete, the PMA will either approve or reject the request.
A key benefit of Precheck is its ability to prevent “flag-hopping”—a practice where vessels jump from one registry to another to avoid compliance, evade sanctions, or engage in illicit activities.
With safety, compliance, and accountability as top priorities, the PMA continues to urge all vessels under its flag to conduct regular risk assessments and due diligence procedures. These proactive measures help prevent maritime accidents, protect the marine environment, and ensure fair working conditions—aligning with Panama’s commitment to global maritime safety and sustainability.
“We maintain a zero-tolerance policy against any attempt to misuse the Panamanian registry. Panama is not a haven for penalty evasion. Our focus is on attracting young, newly built vessels that adhere to international regulations,” Franco affirmed.
