PANAMA INTRODUCES PRECHECK PROCESS FOR SHIP REGISTRATION

As the global leader in ship registrations, Panama continues to strengthen its reputation for reliability and client trust by introducing a Precheck process for vessels seeking to join its merchant fleet.

The Panama Maritime Authority (PMA), through its Directorate General of Merchant Marine, has announced the implementation of a new preliminary process for entry into Panama’s Ship Registry.

The Precheck process entails a comprehensive risk assessment, designed to ensure compliance with international standards on safety, environmental protection, and crew welfare, while promoting collaboration and best practices within the maritime industry.

The Directorate General of Merchant Marine (DGMM) has emphasized its commitment to upholding national and international regulations in line with Law 57 of August 6, 2008, which governs the flagging, registration, and enrollment of vessels in the Republic of Panama.

This procedure applies to all vessels applying for registration under any flagging category, as well as to registered vessels in international service seeking a change in ownership, operator, or charterer.

The Precheck application must be submitted prior to the registration request, either through a Panamanian law firm or a Panamanian Merchant Marine consulate, and will remain valid for fifteen (15) calendar days.

Applications should be submitted to pmaprecheck@amp.gob.pa, including the following details: the vessel’s IMO number, previous registry, current owner, intended owner under the Panamanian flag, economic group, current operator, and name of the charterer (for bareboat charter registrations).

Additionally, the keel laying date (or delivery date, if unavailable) and the ballast water management method must be provided.

The DGMM may request further documentation or information to complete the Precheck process, after which it will either approve or deny the application. Completion of this process does not guarantee the vessel’s entry into the Registry nor serve as a pre-evaluation of current requirements.

The PMA urges all parties involved in ship operations to regularly conduct risk assessments and due diligence to prevent maritime accidents, protect the marine environment, ensure fair labor conditions, and avoid illegal operations that conflict with the policies and commitments of vessels under the Panamanian flag.
